Whenever the 12 were able to reach an agreement at Swiss events, I put the solution in writing and sent it to the Federal Councilor responsible for the issue as well as to the Swiss Association of Municipalities.

If they hadn’t managed to do so, each of the 12 would have had to perform at least two hours of volunteer work for the common good: for example, planting trees or cleaning up trash in parks.

Spoiler: They always managed to do it!
